JAMES MILLIGAN
LAURINBURG -- James Edwin "Jim" Milligan, 79, of Scotia Village, formerly of Wayne County, died Wednesday.
The funeral will be held at 2 p.m. on Friday at the First United Methodist Church, officiated by the Rev. Dr. Stan Smith and the Rev. Nancy Willard. Burial will be in Hillside Memorial Park.
Mr. Milligan is survived by his wife of 55 years, Doris Bowie Milligan; two sons, Mike Milligan of Mount Airy and Steve Milligan of Raleigh; a daughter, Kathy Billing of Boone; two brothers, David Milligan of Boiling Springs and Francis Milligan of Atlanta; eight grandchildren and a great-grandchild.
Born August 6, 1924 in Drayton, SC he was a son of the late William J. and Bessie Waldrop Milligan. He was a US Navy veteran of World War II and a graduate of the University of South Carolina with a degree in business administration. He began with the Spartanburg Herald-Journal in 1953 and became the advertising manager of the Goldsboro News-Argus in 1958. In 1966 he became the publisher of The Laurinburg Exchange.
He was a past president of the Laurinburg-Scotland County Chamber of Commerce where he also headed the Economic Development Committee for many years. He was also past chairman of Scotland Healthcare, the Board of Trustees of Scotland Memorial Hospital, the Laurinburg-Maxton Airport Commission, and the Laurinburg Area campaign for St. Andrews Presbyterian College. He also served on the first board of trustees of Scotia Village and was on the board of the Scotland County Stadium- Civic Center committee, the Southeast Economic Development board, and was a very active member of the Laurinburg Rotary Club.

The family will receive friends today from 6 until 8 p.m. at the Morris Morgan Room, Scotia Village.
