Council to look at $520,000 lease agrrement for multisport complex

The Goldsboro City Council will consider a $520,000 financing agreement for athletic field lighting for the future multisport complex during its meeting tonight.
The lease agreement with Musco Finance would include financing $499,000 of the cost for the complete installation of lights, including steel poles, fixtures, wire harnesses, electrical components and concrete bases, to three athletic fields. The agreement includes a 3.5 percent interest cost during a five-year term and the upfront city payment of $21,000.
Scott Stevens, city manager, said lights may be added to the other five fields in future years. The 62-acre complex, under development on Oak Forest Road near Seymour Johnson Air Force Base, is slated to open by March 2018.
The lease agreement is one of several contracts the council is expected to review during the next several months as buildings and other amenities are added to the property.
Recently, the council approved a $935,165 contract for the installation of two synthetic, artificial turf fields. The other six fields have already been installed with different variations of grass, in addition to irrigation and other utilities.
In future months, additions planned include a concession stand, restrooms, large and small field houses, a playground, parking areas and a splash pad.
The $6 million multisport complex is being paid for through bond financing and a low-interest loan from the county.
Also during the meeting, the council will review a Traffic Advisory Commission recommendation to create a parking space in front of 121 N. Center St. and a loading zone in front of the Waynesborough House, at 104 S. Center St.
Several residents are recommended for appointment to the Community Affairs Commission, including Elvira Johnson, Michael Carroway, Joshua Johnson, Lashanda Williams, and Dave Albanese.
The council will meet at 7 p.m. in City Hall, 214 N. Center St.
The council will also meet at 5 p.m. for a work session in the City Hall annex, at 200 N. Center St.
During the work session, the council will discuss changes to the parade and special event application process, including a possible 30-day notice requirement, and the city's purchase of $270, 247 in equipment for the future multisport complex.
The council previously delayed a decision on the equipment during budget deliberations in May.
At the time, Mayor Chuck Allen asked city parks and recreation staff to explore whether the equipment could also be used for other department needs.
Most of the equipment would be used primarily at the multisport complex, including a $78,889 heavy duty mower, a $57,411 reel mower, a $33,347 riding mower and $10,600 utility club cart.
Several items can be used at other locations by parks and recreation staff, including a one-ton pickup truck, $47,500, a $28,500 crew cab pickup truck, and a $14,000 field rake.
