Planning commission to review new businesses

A free-standing Dunkin' Donuts and Baskin Robbins could be headed to the Goldsboro market, with plans to locate along North Berkeley Boulevard.

A company is seeking site plan approval that involves the renovation of the former PNC bank, at 500 N. Berkeley Blvd. near Cashwell Drive. The 3,492-square-foot building is proposed to include a drive-through and restaurant that will house Dunkin' Donuts and Baskin Robbins under the same roof.

The Goldsboro Planning Commission will review the site plan Monday for recommendation to the Goldsboro City Council. The planning commission meets at 7 p.m. in the Council Chambers of City Hall.

The site plan for the Cashwell Drive location includes the use of the existing parking lot and entrances from Berkeley Boulevard and Cashwell Drive. The N.C. Department of Transportation is reviewing the entrances and any DOT recommendations would need to be followed during site development, according to planning commission materials.

LASER TAG

The board will also review two conditional use permit requests from Phoenix T for the addition of a gameroom inside Big Jim's Pizza and a laser tag center inside a former Internet sweepstake business.

The properties are located on U.S. 117 South, between Arrington Bridge Road and South George Street.

Phoenix T is seeking a conditional use permit to add a maximum of 25 game machines in a 3,600-square-foot area of the 8,456-square-foot building.

The changes require 106 parking spaces, instead of the 26 spaces currently on the property. The owner is asking that parking requirements be reduced, due to the belief that restaurant customers will also use the gameroom.

Phoenix T is seeking another conditional use permit to operate a 1,100-square-foot laser tag center inside the former Internet sweepstake facility. In 2015, the facility was ordered to close, along with all Wayne County Internet sweepstake parlors, by the local district attorney.

DOLLAR GENERAL, APARTMENTS

The planning commission will consider a preliminary subdivision plan on Belfast Road, between Salem Church Road and Interstate 95, that will divide the 26.6 acre property into two lots. The change would allow for the sale of a smaller, 1.43 acre lot, where a new Dollar General store is planned for development.

The commission will review a site plan that seeks reapproval of an apartment complex on Olivia Lane, near Poplar Street. Six apartment units are planned and could serve as short-term transitional housing for people referred by the Salvation Army or Eastpointe, according to planning commission materials.

A wood privacy fence would be added behind the building, and the applicant is asking for reduced buffer standards along property lines adjacent to residential areas.

BOARD OF ADJUSTMENT

The Goldsboro Board of Adjustment will consider a Habitat for Humanity of Goldsboro-Wayne variance for a property on Horseshoe Drive.

The nonprofit is asking that the city frontage requirement of 50 feet from Horseshoe Drive be reduced to 32.93 feet, which would allow Habitat to construct a single-family residence.
