County to talk facilities plan at meeting

The facilities committee of the Wayne County Board of Commissioners is expected to make several recommendations to the full board at its meeting Tuesday.
The board meeting will start with an 8 a.m. briefing session followed by the formal meeting at 9 a.m. Both will be held in the commissioners' meeting room on the fourth floor of the Wayne County Courthouse Annex.
Also, commissioners plan to attend the Tuscarora Council Boy Scout luncheon at noon at the Walnut Creek Country Club. Gov. Pat McCrory is scheduled to attend as well.
The recommendations include:
* Replacing the roof at the Farm Services building -- the newer building on the lower end of the current agricultural offices at the Wayne Center. The cost is estimated at $97,450. The county has the funding in the current budget. Committee member called it a "good building" that needs to be maintained for future use, even after a new agricultural/convention center is constructed.
* Replacing the leaking flat roof at the Dudley EMS Station with an A-frame roof, using in-house labor. The materials will cost about $13,000. Funding is available in the current budget.
* Demolishing the old facilities services office building that is located in the parking lot at the Health Department. Committee members said the building is in poor condition and sits over the drainage system for the parking lot. They also said that the drainage system needs to be enlarged in order to prevent flooding in the back door of the Health Department, which is actually lower than the parking lot. The demolition also would provide parking spaces.
* Demolishing the vacant child services coordinator building near the Health Department facing Ash Street to free up space for any additional building or parking that may be needed at the Health Department as part of its expansion.
* Authorizing a request for qualifications to hire an electrical, mechanical, and structural engineering firm to evaluate and design a back-up generator and replacement chiller units for the county's data center, which is located in the courthouse annex. The current budget included the funding to conduct this study. The county would budget for the actual work in the in fiscal year 2016.
The committee members said they are continuing their evaluation of existing facilities, and will have further recommendations for the board's consideration in the near future, including the old Senior Center.
In other business, commissioners will consider:
* A motion to quit claim property and authorize the Wayne County Memorial Association to have a curb cut around the Jeffreys Building parking lot. There is a disputed property claimed by both the county and the association. In a memo, County Manager George Wood said that commissioners believe the association is providing "valuable services" to the public and carrying out a public purpose in memorializing Wayne County veterans. In recognition of that service, the county intends to quit claim the property so that the association can have a curb cut in the curb around Wayne County's parking lot.
* Presentation of service side arm and badge to retired Wayne County Sheriff's Sgt. Jerry D. Maxwell.
* Presentation of service side arm, badge and retirement plaque to retired Wayne County Sheriff's First Sgt. Darryl L. Carlyle.
Consent agenda items include:
* Set a public hearing on April 21 at 9:15 a.m., on a request from Glandon Forest Equity on behalf of the David Littleton heirs to rezone a lot in Grantham Township from village district to community shopping.
* Set a public hearing on April 21 at 9:15 a.m. on a request from Larry Jorvig to rezone a lot in Brogden Township from residential/agriculture 20 to village district.
* Receive a petition to add Clovis Court in Lancaster Pointe Subdivision to the state highway maintenance system.
* Listen to a GATEWAY rate increase presentation.
* Consider a Wayne Community College hangar lease at the Wayne Executive Jetport.
* Convey property at 811 Bain St. to the Wayne County Board of Education.
* Proclaim Child Abuse Prevention Month in Wayne County.
Public comments will start at 10 a.m., when people will have four minutes to speak on their topic of choice.
