Commission rezones U.S. 13 South property

Wayne County commissioners Tuesday morning approved a rezoning request for property on U.S. 13 South. Three subdivision plats were approved in a separate action.
The board then devoted the final two hours of its meeting to sitting as the Board of Equalization and Review to hear property value appeals. No action was taken on the appeals.
The rezoned property near Sandhill Drive belongs to Robert Perkins. During a public hearing on the rezoning earlier this month, state Rep. Efton Sager, who lives near the property, and surveyor Bobby Rex Kornegay, representing Perkins, spoke in favor of the rezoning. No one spoke in opposition.
Action at that time, though, was tabled at the request of County Manager Lee Smith, who said he had spoken with officials regarding some changes in that area.
On Tuesday, Smith said he could not specify who the officials are or what changes might be coming, but that the county could now proceed on the rezoning.
The property was rezoned from Residential Agriculture 20 (RA-20) to Residential 15 (R-15) to allow the division of the property into two conforming lots.
The RA-20 zoning serves as a one-half mile buffer for the noise contours surrounding Seymour Johnson Air Force Base. The buffer also serves to limit density in the area in the event that noise contours are extended beyond their current limit.
In a letter to the county, Dennis G. Goodson, deputy base civil engineer for Seymour Johnson Air Force Base, said base officials have no objections concerning the rezoning requests.
The Wayne County Planning Board had recommended approval of the rezoning and for the three subdivision plats:
* Olde Mill Creek, Preliminary, owner\developer, Sasser Home Builders, 59 lots on the west side of Perkins Road across from North Pointe Drive in Stoney Creek Township.
* Dobbs County Estates Section 9, owner\developer, Grace G. Jones 32 lots on Dobbs County Courthouse Road in New Hope Township. The property along the north side on Dobbs County Courthouse Road approximately 750 feet west of Piney Grove Church Road.
* Herman Jackson heirs final, owner\developer, Herman Jackson heirs, three lots the west side of Westbrook Dairy Road approximately 5,000 feet north of Selah Church Road in Grantham Township.
In other business, North Carolina Department of Transportation District Engineer Chris Pendergraph briefed commissioners on the county's 2011 annual secondary road construction program.
Commissioner Jack Best asked Pendergraph to explain where a turn lane was being built on Central Heights Road.
The turn lane will be in front of Eastern Wayne Middle School, Pendergraph said. The city has widened the road in front of the school, he said.
However, the state will not add the turn lane until school is out in the summer, Pendergraph said. The project will cost $6,057.

Additionally, April 21 and Oct. 13 were designated as amnesty days at the Wayne County landfill in Dudley. Disposal fees for residents, but not for commercial businesses or haulers, will be waived on those days.
Commissioners have previously adopted amnesty days to encourage citizens to clean up roadways and yards, Smith said.
Even though the county waives its fees, there are associated fees that the county must pay the state, Smith said. The state has waived those fees in the past and the county will ask for that waiver again this year, he said.
Commissioners met in closed session for about 35 minutes to discuss possible business location/expansion. No action was taken when they returned to open session.
The board canceled its March 6 session since several commissioner will be at the National Association of Counties conference in Washington, D.C.
