River rising

The Neuse River, swollen by recent winter storms of snow, ice and rain, hit flood stage -- 18 feet -- early today and the National Weather Service said it is expected to crest Thursday at about 21 feet. According to the Weather Service, at 18 feet the river can be expected to overflow its banks near Arrington Bridge Road and upstream of the bridge over U.S. 117.
