Council to take up halfway house issue Monday night

Goldsboro City Council has a full agenda for its meeting Monday night -- decisions on a halfway house, new faces, new positions and proposed new zonings to name a few.
Residents will know Monday if a halfway house will be permitted on West Walnut Street.
City Council will make a decision Monday whether to allow the rezoning and conditional use permit requests from Operation Transition for buildings located at 305 and 307 W. Walnut St.
The city's Planning Commi-ssion has already recommended rejecting the request.
The company is pushing to provide a residence for 18 formerly incarcerated people as well as a facility where they can learn job skills, making it easier for them to transition back to society.
A public hearing was held at the last council meeting during which more than 10 people spoke on the subject -- most suggesting that the project would not mesh with the downtown revitalization efforts.
The buildings are located between North George and North Virginia streets.
Residents will also see a fresh face taking part in the decision-making Monday.
Newly elected District 1 Councilman Michael Headen will take the place of Jimmy Bryan at the far left of the table after being sworn in.
A mayor protempore will be selected, too.
District 5 Councilman Chuck Allen has filled the position for the last five years.
Council will also discuss reclassifying the Paramount Theater director position, changing the salary range from mid-$40,000 to a $45,988 to $68,982 range.
Import Auto Center has requested rezoning from neighborhood business to general business conditional district for property located on the northeast corner of Royall and Jefferson avenues.
The new zoning would allow the auto center to perform more extensive automotive work. Council is expected to approve the item.
In other business, council will discuss sale of city property, an amendment to an agreement with Self-Help for affordable housing development, an agreement with Kimley-Horn & Associates to conduct a feasibility study for the Neuse River Bank stabilization, a resolution requesting DOT designate certain county roads as part of the National Truck Network System and a site and landscape plan for an apartment parking lot.
