Council hearing Monday on development rules

The Goldsboro City Council will hear comments Monday about an overhaul of its land-use and zoning rules, which has been in the works for five years.
The hearing on the "Unified Development Or-dinance" is set for 7 p.m. in the council's chambers in City Hall.
The ordinance covers all aspects of how the city governs development, from how building permits are granted to how streets can be named within new neighborhoods to how many parking spaces are required for commercial lots.
The city adopted these types of regulations over several years in a piecemeal fashion. Parsons Inc., a Richmond, Va., firm, was hired five years ago to combine and streamline them into one ordinance.
The 230-page proposal has been in the final stages for two years. The council reviewed several sections in 2004. A public information meeting on the complete ordinance was held in January.
Three rezoning hearings are scheduled Monday night.
Oak Forest Development is asking that property on the south side of New Hope Road, between Patetown Road and Catherine Street, be rezoned to allow denser residential construction.
Pediatric Play Therapy wants property on the south side of Tommy's Road, between Hare Road and Green Circle, be rezoned from residential use to office and institutional.
And North Carolina RSA#9 Inc. is seeking a change in the office and institutional zoning for property on the south side of New Hope Road, between Wayne Memorial Drive and Hare Road.
Other hearings concern special-use requests by Wheels of Goldsboro for its property on the east side of U.S. 117 and by Gary Gregory for property on the east side of N.C. 111, between U.S. 70 and Mount Airy Road.
The City Council will also hear comments on proposals to close Miller Place and Thomas Place.
Also, Mary Rhoe will speak to the council about low-rent housing.
The council will review a proposed change order for the City Hall expansion, currently under way.
The City Council will meet at 7 p.m. Monday in its chambers, second floor of City Hall, Center Street.
