City Hall drawings approved

Goldsboro City Council members approved a final drawing for the new City Hall last week.
The council has also decided to bid the project through a single-prime process. That means the city will pick only one contractor for the entire project, typically a general contractor.
City Manager Richard Slozak told the council that it could bid the project both single-prime and multiple prime. But, he added, if the multiple prime bids come in lower, the city would have to go with the lowest bidder.
A multiple-prime bid would split out the contract between the various contractors, like electrical, heating and cooling, or plumbing.
Slozak said that it often turns out a little more expensive to bid a project single-prime, but said the city would have more control over the project.
Councilmen Jimmy Bryan and Bob Waller said they thought a little added expense up front might save the city money later.
"I think that's the way to go," Bryan said.
Partin & Hobbs Architects is designing the $5 million expansion. The two-phase project should be completed within two years.
The expansion consists of two buildings, preservation of the historic building, and a new 30,000-square-foot building that would be connected by a bridge. The annex building will be torn down. The statutes of "Liberty" and "Justice" on the roof of the old building will be restored and made waterproof.
