WARSAW -- Walter Foster, 84, 503 W. Bay St., died this morning at Carol Robeson Hospice Center, Fayetteville. Funeral arrangements are incomplete. He was a retired educator of Duplin County Schools and retired mayor pro tem for the town of Warsaw.
