City Council to discuss bond issue

The Goldsboro City Council will consider Monday whether to support a $10 million bond referendum that asks voters to support funding for the construction of a multi-sports complex and street improvements.
The council will review the bond proposal that includes $7 million for dirt street construction and road resurfacing and $3 million for a future multi-sports complex, on Oak Forest Road.
The bond referendum is under review and requires approval by the state Local Government Commission. If approved, the referendum would be added to the Nov. 8 general election ballot.
"We haven't gotten the approval yet," said Kaye Scott, Goldsboro finance director. "This is just the next step for us."
City officials don't plan on increasing taxes to pay for the general obligation bond, which relies on the city tax base as collateral.
"We're not anticipating any tax increase," Scott said. "The city would absorb that in their operating budget."
The $7 million bond will pay some of the cost to construct, repair and install streets, sidewalks and streetscapes and any related utility infrastructure. The $3 million bond would fund part of the costs associated with constructing multi-sports fields, walking trails, concession facilities and parking.
Also during the meeting Monday, the council will consider revising its municipal agreement with the N.C. Department of Transportation for federal highway administration funding that would support improvements at Union Station.
The original 2009 agreement is planned to change in an effort to tap into $120,000 in federal funds, which requires a DOT and city match of $15,000 each. The funding would go toward light pole banners, wayfinding signs, pump repairs, driveway paving and additional fencing behind Union Station.
A $126,250 contract with Nixon Power Services Co. for a Neuse River pump station emergency generator will also be considered.
The council will hold a public hearing for a conditional-use permit, requested by James Mooring, for the addition of accessory building sales at a used car lot, at 905 N. William St.
The council's regular meeting will start at 7 p.m. and be held in the Council Chambers of City Hall, at 214 N. Center St.
Prior to the meeting, the council will meet for a 5 p.m. work session where an update on the W.A. Foster Center will be presented by the city manager. The council will also continue its discussion on the recently approved city 2016-17 budget.
The work session will be held in the City Hall annex, at 200 N. Center St.
