City Council to revisit Internet cafe issue

The Goldsboro City Council is expected revisit requests to establish an Internet sweepstakes on Spence Avenue and construct a car dealership on West Tommy's Road during the upcoming council meeting Monday night.

The public hearings on both of these requests met with heavy criticisms from members of the community at the April 20 council meeting.

The city's planning commission recommended the council to deny the request for the establishment of an Internet cafe. The council is expected to honor that recommendation on the grounds that the Internet cafe would not be harmonious with existing development in the area and because the proposed use of the property for an Internet sweepstakes cafe does not satisfy the general conditions for the issuance of a conditional use permit.

The other item that drew criticism during a public hearing -- the construction of Stevenson Automotive -- is expected to be allowed to proceed.

The council will also follow up on two other public hearings that were held during the April 20 meeting.

The council is expected to approve the construction of a used car lot on the east side U.S. 117 East between Arrington Bridge Road and the Neuse River as well as permitting the opening of a bingo game establishment in the Little River Shopping Center on the south side of U.S. 70 West between Hargrove Street and the Little River.

These were recommended for approval by the planning commission.

In all, the city council will have approximately a dozen things to discuss at Monday night's council meeting.

During the work session at 5 p.m. in the council chambers only one item will be discussed, which is the replacement of several vehicles within the Parks and Recreation department.

Site and landscape plans will also be presented to the council for Dollar General, Wayne Assisted Living Facility, Rose Brothers Furniture Company and Worrell Contracting Co., Inc.

* Dollar General has submitted site plans for property on N.C. 111 South between U.S. 70 East and Mount Airy Road.

* Wayne Assisted Living Facility has submitted site plans for property on the north side of West New Hope Road between Hare Road and New Hare Road.

* Rose Brothers Furniture Company has submitted site plans for property on the north side of Elm Street between Berkeley Boulevard and Lee Drive.

* Worrell Contracting Co., Inc., has submitted site plans for property on the north side of Industry Court, between Patetown Road and North William Street.

There will also be a submission of a site plan modification for a florist shop on Wayne Memorial Drive owned by Laura Melvin. Also on the consent agenda is the authorization of Clark Auction and Liquidation, Inc. to be the auctioneer for surplus items from the Goldsboro Country Club. Parks and Recreation staff members have identified unnecessary items as renovations on the facility progress and believe the items should be auctioned off. The last item on the council's consent agenda is the approval of city employee health, dental and life insurance rates for the 2015-2016 fiscal year.

There is one public hearing scheduled for Monday night, concerning the city's five year consolidated plan for 2015-2020 and the city's 2015-2016 annual action plan.
