Youth Council meets

Form a government in five minutes or less.

At Goldsboro's Youth Council meeting on Wednesday night, that's what members of the council were tasked with doing. Members split off into two groups to form two different types of government. One became a monarchy. The other decided the devil you know is better than the one you don't, and promptly formed a democracy.

A member of the monarchy said it was modeled after the Romans, "except we won't execute people when they get out of power."

The democracy was modeled directly after America's.

Sue Chance, one of the advisers of the council, said these meetings are to allow members to get a feel for how government works and to practice being active community members. This was the council's second meeting of the year.

Members also participated in a game of captain's calling, which is Simon says with a twist.

Instead of listening to Simon, participants listened to the captain.

Orders such as stern, bow, port and starboard were called out, which mean back, front, left and right, respectively. Other, more creative commands were also used.

These commands were rowboat, octopus, starfish and captain's calling. When captain's calling was called out, participants had to freeze and salute, and had to be told "at ease" to move again.

When this happened the first time during the game, nearly half of the participants were out of the game, as they moved before "at ease" was called. After these exercises were completed, the executive board -- which filled the seats in the council chambers that are usually filled by city councilmen -- took a vote to elect two new members to the Juvenile Crime Prevention Council.
