Investigators from the Wayne County Sheriff's Office look for clues at a shooting scene on Holloman Lane in Dudley Wednesday. The victim, Andy Burroughs, 51, was taken to Wayne Memorial Hospital with a gunshot wound to his leg.

A dispute over a dirt road in Dudley Wednesday resulted in one man being shot and another arrested.

Wayne County Sheriff's Office deputies arrested 51-year-old Clifton Elps, of 126 Holloman Lane, charging him with assault with a deadly weapon with intent to kill. He is being held in jail under a $150,000 secured bond.

Elps allegedly shot Anthony Daryll Burroughs, also 51, his neighbor from across the street.

Burroughs is disabled, having lost a leg in an accident more than 20 years ago. He maintains the dirt road that is Holloman Lane, a street with several houses in the rural community near Brogden Middle School.

According to the Sheriff's Office report, Burroughs claims Elps has routinely torn up the dirt road with his four-wheeler, resulting in numerous disputes between the two neighbors. Deputies responded earlier in the day Wednesday to settle one such altercation, which ended with the two men going their separate ways.

A neighbor who witnessed the shooting but asked to remain anonymous, said that Elps was riding his four-wheeler again and that Burroughs had to come back to the area to smooth out the road. As he finished, Elps came out of his house and began to exchange words with Burroughs.

"He went back in the house, came back out and walked up to his fence and started shooting. He shot Andy in his right leg... he's missing his left leg," the neighbor said.

Burroughs was transported by Wayne County EMS to Wayne Memorial Hospital and Elps was immediately taken into custody. Investigators said that neighbors told them both the victim and suspect had fired weapons at each other, but only the suspect's weapon was recovered.
