Col. Mark Kelly receives Legion of Merit, relinquishes command of 4FW

Col. Mark Kelly relinquished command of the 4th Fighter just after 2 p.m. during a ceremony on Seymour Johnson Air Force Base. Moments later, former Vice Commander Col.
