City man jailed on sexual assault charge

A Goldsboro man was being held in the Wayne County Jail this morning under a $1 million bond charged with a felony sex offense against an 8-year-old girl, Goldsboro police said.

Tony McKinney, 56, of Fairview Circle, faces a felony count of first-degree statutory offense, investigators said this morning.

Goldsboro Police Department sex crimes Investigator Paige Learnard said the offense took place about three weeks ago, and she has been investigating the allegations since then.

Ms. Learnard said she could not disclose the man's relationship to the 8-year-old girl, or how the alleged offense was perpetrated.

Although released details about the investigation were scant, Ms. Learnard did say that the case had been closed.

"There is nothing more to follow up on," the investigator said.

McKinney's first appearance is scheduled for Feb. 26 in Wayne County District Court.

According to the arrest report, Ms. Learnard and assisting officer Investigator Dwayne Dean obtained a warrant for McKinney's arrest and he was taken into custody at his Fairview Circle home.

According to state law, a defendant is guilty of a first-degree sex offense if the victim is under 13 years old and the accused is at least 12 years old and four years older than the victim.

State law describes the offense, a Class B-1 felony, as sexual activity, excluding vaginal intercourse, committed by "another person by force and against the will of the other person."
