Duplin commissioners to discuss unauthorized soil borings at site

KENANSVILLE -- The Duplin County Board of Commissioners will likely discuss soil borings at Duplin Commons the county manager says were done without county permission Monday at their regular meeting.
"We have underground utilities and don't know exactly where they are on the property, and the architect should have let us know so we could get markers out there. We didn't have time, but it worked out well," Mike Aldridge said.
Aldridge said he expects commissioners to discuss the matter that the soil borings were done without due notice.
Commissioners are also expected to discuss Board of Education plans to build schools on the Duplin Commons property and on vacant property next to James Kenan High School.
Also during the meeting, commissioners are expected to discuss a bill that state Sen. Charlie Albertson has introduced and appears on the docket for a vote in the state Senate soon. This bill would prohibit the chairmen of the county commission and school board from voting unless there is a tie.
Commissioners will consider hiring the consulting firm Evergreen Solutions to conduct a financial review of Duplin County government. The company has already done a study of the school system.
Duplin Airport Director George Futrelle and County Planning Director Randall Tyndall will conduct a public hearing about a proposed Airport Land Use and Height Restriction Ordinance.
Sheriff Blake Wallace will talk to commissioners about a planning and design study for a new jail and a proposal to hire Reliant Monitoring Services to handle electronic monitoring services for those placed under house arrest.
Social Services Director Millie Brown will present the latest information on how anticipated Federal Economic Stimulus money will affect her department. She will also request permission to fill vacant caseworker positions already established in her budget.
And Emergency Services Director Brian Pearce and Training Officer Dave Cuddeback will discuss a new program for public education about cardiopulmonary resuscitation and signs and symptoms of strokes and heart attacks.
