City Council to discuss rec center project Monday

Although the Goldsboro City Council decided in January to hold off on the Community Recreation Center project, the architectural and bid preparation services were already mostly complete, and on Monday will be discussed at the council's meeting.
Among the issues with the services being discussed will be their cost and the need for a $39,187 budget amendment.
The professional services were completed by Pearce, Brinkley, Cease + Lee of Raleigh in December. The total cost for the bidding process is $41,250, but only 95 percent of it was completed, making the bill just a little more than $39,000.
Council members also will discuss the condemnation of five dilapidated dwellings and a site and landscape plan for an International House of Pancakes restaurant on Berkeley Boulevard.
The dwellings on the condemnation chopping block are at 913 N. John St., 1009 N. John St., 1011 N. John St., 507 Forrest Hill Drive and 315 Olivia Lane.
The IHOP site and landscape plans, approved by the Goldsboro Planning Comm-ission in January, show a proposed 4,998-square-foot restaurant at the former Berkeley Veterinary Clinic site across from Arby's restaurant, as well as entrances from Berkeley Boulevard and through the Lowe's Home Improvement store parking lot.
The council also will hold two public hearings, the first of which will be held on a conditional land use permit for a carport and porch area on property located on the southern end of Somervale Lane. The total square footage of the space exceeds the 1,100 allowable square footage by 451 feet.
The second hearing will be held regarding a rezoning request to change property on the north side of West Ash Street between Old Smithfield Road and U.S. 117 South from residential to office and institutional. There is no use requested, but the office and institutional zoning would allow for hospitals, offices, churches and other commercial uses that are not retail sales.
The planning commission will meet at the end of the month to make recommendations on both public hearing matters to give to the City Council at the March 2 meeting.
In other business, the council will discuss a rezoning request to change property on Piedmont Airline Road between East Ash Street and Stonehenge Drive from residential to light industry, a contiguous annexation request from Gateway Real Estate LLC; closing Emmit and Hood Streets; a rezoning request to change property on Simmons Street between North Slocumb and Leslie streets from general business to residential; a zoning ordinance amendment that would allow for illumination of signs in the office-residential district and budget amendments.
The council meeting begins at 7 p.m. in council chambers at historic City Hall.
