Council to weigh park plan tonight

The Goldsboro City Council will likely approve the site plan for Stoney Creek Park at its meeting tonight.
The plan was brought to the council at a special meeting last week, but the council couldn't approve it since the meeting was held specifically for budget purposes.
At that meeting, council members announced that the city did not have the money to finance both the building of a recreation center and the park.
So, the council decided to pursue $500,000 in Parks and Recreation Trust Fund grant money, the maximum allowed per year, for the Community Recreation Center and not the park.
Council members also noted that a tax hike might be necessary to help pay for completion of the recreation center, which is expected to cost more than $12 million.
The council will also hold two public hearings at its meeting tonight.
The first hearing will be held regarding a rezoning request by S. Dillon Wooten Jr. to change property located on the north side of U.S. 70 Service Road between North William Street and Norwood Avenue from office and institutional to general business. There is no use specified, but general business zoning would allow for more commercial uses.
The second hearing will be held on a conditional use permit to allow a tattoo parlor on property located on the northwest corner of East Ash and Durant streets. The property was formerly a used car lot.
Council members are likely to approve an agreement between the city and Councilman Chuck Allen and his wife allowing the city to place a dumpster for the Paramount Theatre on Allen's property at no charge.
The council will also discuss a municipal agreement between the city and Downtown Goldsboro Development Corp. with the state Department of Transportation and a site and landscape plan for the former Lowe's contractor yard.
In other business, the council will discuss the closing of Emmitt and Hood streets and portions of Atlantic Avenue, a site plan revision for two apartments at 403 S. William St., a site and landscape plan for possible retail shops at 601 E. Elm St. and budget items.
The council's work session scheduled to begin at 4 p.m. in the large conference room in the City Hall Addition. The regular session will begin at 7 p.m. in council chambers at City Hall.
