On March 20, Icshon Zaquan Jones, 25, of Courtyard Circle shot into an occupied vehicle with the intention of killing the occupant.
The shooting took place at a store in the 500 block of East Elm Street, police said.
Police had already caught up with other people allegedly involved with the shooting, including Geneva Delores Phillips, 20, but so far Jones has been elusive.
The shooting is connected to drug violations for which Jones is also still sought, Cpl. Dave Cloutier said.
The Goldsboro Police Department issued its 10 "most wanted" suspects with active warrants this week.
Besides asking that Jones be treated as the "No. 1 most wanted," police asked for no particular ranking of the other offenders.
The offenders do not include suspects wanted by the Wayne County Sheriff's Office.
If you have information about any offender or crime, call the Crime Stoppers hotline at 735-2255.
