Council to approve purchase of theater

Now that the state legislature has legalized Goldsboro's actions during the reconstruction of the Paramount Theater, city officials can move forward with purchasing the facility.
Council members are expected to approve the purchase from the Weil Foundation Monday night at a cost of $4.5 million.
The approval will not identify the date that the theater transfers ownership, but will allow city finance officials to resume the process of establishing funds and long-term financing for the transfer.
Kaye Scott, an employee of the city's finance department, said the city won't be buying anytime soon.
"It will take a couple of months," she said.
She added that the department has to first research financing, then go to the Local Government Commis-sion for approval before going forward.
The council will also hold two public hearings at its meeting Monday.
The first will be held on a rezoning request by Juanita Mansour to change property located on the north side of East Ash Street between Ridgewood Drive and Spence Avenue from shopping center to general business. The site is currently a shopping center, but there is no specified use for the property. The general business zone would allow for more commercial uses.
The second hearing will be held on a conditional use permit requested by Lorenza Peacock to allow for the operation of a used car lot on the west side of South George Street between Pine Street and Spruce Street. The site operated as a used car lot before, but since the operation of the business has ceased for more than six months, it must meet certain requirements. The car lot is proposed to operate from 9 a.m. to 6 p.m. Monday through Saturday.
The council will also discuss bids for Wayne Memorial Drive water and sewer extension. The lowest bid was in the amount of $393,062.
In other business, members will discuss budget amendments, the sale of city property and the reclassification of a city position.
The council will hold a work session at 5 p.m. in the large conference room of the City Hall Addition. The council meeting will begin at 7 p.m. in the council chambers in City Hall.
