Alliance alters cost for plans for Stoney Creek Park

Last month, Stoney Creek Park Alliance members were surprised by the fees proposed by Raleigh firm Kimley-Horn to design the first phase of the park.

Members of the Stoney Creek Park Alliance are going to be asking residents soon what they think of the plan for the park.
But now, the company has reduced its work scope to only include a map of the park -- showing the items proposed for Phase 1 -- and a cost projection for what those items and the implementation of them will be.
Goldsboro Parks and Recreation Director Sonya Shaw spoke with Kimley-Horn representatives after the last City Council meeting to try to bring the agreement to a more manageable amount.
The total cost for the full design of the park without a pond feature was estimated to be $85,000, as listed on the first proposal, but since talking with the firm and narrowing its work scope, the fee has come down to $5,000.
"The first proposal was for everything," Mrs. Shaw said. "Most of the stuff we didn't even need. I mean it was (the whole) park -- done. That's why it was so high."
The map and the cost projection are everything that is needed from the firm to move forward with the Parks and Recreation Trust Fund grant (PARTF), she said.
The alliance approved the new proposal and agreed that half of the proposed money -- $2,500 -- would come out of alliance funds.
Mrs. Shaw said she will take the new proposal and the alliance's financial proposal to council members to see what they think.
Alliance Chairman Dr. Peter Roethling said he didn't want to rely totally on the city budget for this project.
"I think it's more of a cooperation thing -- each part does what it can," he said. "I see this park as a collaboration, as a partnership."
The first proposal by Kimley-Horn garnered much attention.
Roethling told alliance members at the last meeting that he hoped that the several thousand dollars listed with "hourly" before them weren't per-hour rates.
"I hope that's a typo," he said at that time.
Mrs. Shaw told members then that she believed that the services that had "hourly" listed for the fees are services that are based on hourly rates and the monetary value listed after is a cap for those rates, but the alliance was still concerned.
