The Goldsboro City Council delayed action on its proposed 2008-09 budget Monday night, holding off on making a decision at least until its June 16 meeting.

The council did approve one small part of the $48.2 million spending plan -- a resolution increasing water rates 10 percent. Council members added that the increase has nothing to do with water conservation, consumption or a decrease in water revenues.

Councilman Chuck Allen said the water rate increase was planned in order to make future improvements to the water plant.

"It's the same thing we did with sewer rates for the sewer plant a few years ago," Allen said.

Starting July 1, residents may see their water bill increase about $1.40 per month.

Some inspection and fire inspection fees were also increased for the first time since 2006 -- a move that Chief Building Inspector Ed Cianfarra explained is needed to cover actual costs incurred by the department.

In other business, council members also approved the condemnation of three dilapidated structures located at 1302 and 1304 N. George St. and 2000 S. Slocumb St.

The council denied a conditional use permit requested by Jack Thomas to allow a modification in parking for Brews and Cues located on the east side of U.S. Highway 117 South between South George Street and Arrington Bridge Road. Council members stated that they denied the permit because they were concerned with safety of the patrons that park along the highway and the lack of parking available.

Council members also denied a site plan showing curb cut on Ash Street from the proposed Heroes restaurant on the corner of Ash Street and Berkeley Boulevard.

A preliminary subdivision plat for Manning Lots subdivision on the north side of Old Highway 111 between Sheridan Forest Road and Seymour Johnson Air Force Base was approved by council without modifications for road width and other standards.

The council approved conditional use permits for an accessory dwelling on the north side of Old Mill Place and for a child care facility on the south side of Harding Drive; zoning requirements of an office and institutional zone for property located on the west side of Wayne Memorial Drive; rezoning of property on the south side of East Ash Street to allow for four residential units; site plans for New Century Bank, Courtyard Apartments and S.T. Wooten; budget amendments; and a billboard sign.
