Council to decide on plans for sites

Goldsboro City Council members will talk about restaurants, landscape and finances at their meeting Monday.
On the agenda at the council's first meeting in its new chambers will be site and landscape plans for the proposed Community Recreation Center and a Zaxby's restaurant as well as the opening of a downtown bar and the expansion of an existing one. Council members will also hear about the financial status of the Paramount Theatre and decide on the condemnation of a dilapidated dwelling.
The meeting will be a milestone not because of its content, but because of its location. For the first time since July 2006, the council meeting will be held in the original council chambers of the newly renovated, historic City Hall.
Among the items on the agenda will be a site and landscape plan for the Community Recreation Center project. The building, which will be located on South Center Street, includes 36 parking spaces -- a modification from the 217 spaces required -- and several trees such as white dogwoods, redbuds, maples, a live oak and holly shrubs.
Another site and landscape plan, for a proposed Zaxby's restaurant on the west side of Berkeley Boulevard between Graves Drive and Ash Street, will also likely be approved by council. The plan includes a drive-thru and 89 seats inside the restaurant as well as 42 parking spaces.
Also Monday, David Weil is expected to present a financial update of the Paramount Theatre. He plans to give the council members a "worst case scenario" if all of the operating costs are not yet known at that time.
And toward the end of the meeting, council will decide on condemnation of one dilapidated dwelling, located at 629 Devereaux St.
The council will also make decisions on four conditional use permits, two of which pertain to bars downtown.
Allen Redmon is requesting the permit to open Redmon's on Center Street Pub and Grill on property located on the east side of North Center Street between Walnut and Mulberry streets. Maximum occupancy for the bar will be 50 people. The Planning Commission recommended approval of the request.
Another permit was requested for expansion of the Flying Shamrock, located on the west side of North John Street and Mulberry Street. The expansion will include pool tables, more seating and another operating bar area. Maximum occupancy of the new section is 99 people. The Planning Commission recommended approval of the request.
Conditional use permits were also requested by Skill Creations for property located on the north side of Royall Avenue between Wayne Memorial Drive and Jefferson Avenue and by Antioch Child Care Academy for property located on the north side of West Elm Street between H.V. Brown Lane and the Seaboard Coastline Railroad.
Council members will also decide on four rezoning requests.
Family Works Psychological Center is requesting to change property on the southwest corner of East Ash Street and North Andrews Avenue from residential to office-residence.
Keith Mitchell is requesting to change property located on the east side of Thoroughfare Road between Central Heights Road and Miller's Chapel Road from residential to office and institutional.
Cosimo Santoro is requesting to change property located on the south side of East Ash Street between Carriage Road and Meadow Road from residential and noise overlay to a more residential and noise overlay zone.
The last rezoning request comes from Briarwood Investments to change property located on the south side of East Ash Street between Barrow Court and Malloy Street from residential and office and institutional to neighborhood business conditional district.
In other business, the council will hear from Wayne County Health Director James Roosen, make a presentation to both the former and the new Miss Goldsboro and make a decision on budget amendments.
