Two from Wayne named to leadership roles in emergency service

James B. Brewer of Goldsboro has accepted a captain's commission with the North Carolina Emergency Reserves. CPT Brewer will serve as the new Operations Officer for the NCER 38th RGT. He was officially sworn in at the January drill in Zebulon.

CPT Brewer is a long-term USAF veteran who began his service career in 1969. He received the AF Commendation Medal among his many awards, and his overseas tours included Vietnam service.

CPT Brewer's involvement in the community includes previous duty as both an EMT and a firefighter. He has also served as a Senior Vice Commander of VFW Post 2615.

Charles H. Perkins of Goldsboro has accepted a position as the Training NCO for the 38th Regiment of the North Carolina Emergency Reserves. Perkins will serve on the regimental staff as the training sergeant in charge of facilitating much of the mandatory FEMA courses offered to NCER personnel.

He is employed by the City of Goldsboro as a vehicle mechanic and licensed safety inspector. He holds state licenses for both vehicle inspection and emission control testing. At the January drill, SSGT Perkins was also awarded the NCER Training Proficiency Award for CPR, as well as the NCER Interpreter Badge for Spanish Language. He currently holds several FEMA certificates for Incident Command System and National Incident Management System.

His previous service to the community includes involvement with the Boy Scouts of America and the American Heart Association.

The NCER is a statewide disaster response corps.
