City Council will have full plate Thursday

The Goldsboro City Council will have a full schedule Thursday night as members plan to go over an agenda that includes a variety of issues, from a city-wide computerized signal system to condemnation of dilapidated dwellings .
The meeting was rescheduled due to Martin Luther King Jr. Day on Jan. 21.
Council members will discuss an amendment to the budget in the amount of $1,669,754 for the design and construction of a city-wide computerized signal system, meaning that stop lights will be run by a computer system. The entire project is estimated to cost $4.5 million, but only $3.5 million will be available through bond funds. Therefore, the $1 million difference and $669,754 for design and plan preparation must be appropriated from the city's operating budget.
The council will also discuss the Utilities Master Plan which includes future water and sewer plans. After reviewing proposals from several companies to prepare a scope of services, ARCADIS of Raleigh was selected as the best qualified firm. ARCADIS prepared a scope of services consisting of seven tasks including analysis of planning area and growth projections, evaluation of water supply alternatives, evaluation of water treatment system, evaluation of water distribution system, evaluation of collection system, evaluation of wastewater treatment and discharge and development of capital improvements plan. This scope of services is proposed to be completed within 12 months from the execution of the contract between the company and the city, and the fee for the professional services is $329,000. Funding has been appropriated for the project.
One matter scheduled for public hearing regarding a conditional use permit for a "place of entertainment with ABC permits" is expected to be withdrawn by council per the applicant's request. Melodie Samson wanted to put a bar on property located on the west side of N.C. 111 South between Mt. Airy Road and Sheridan Forest Road, but she submitted a letter on Jan. 8 indicating that she no longer wished to pursue the matter due to limitations placed on her as to maximum occupancy. If her request for withdrawal is denied, council is expected to hold the public hearing.
Council will hold two other public hearings.
The first hearing will address a request from Dustin Pennington for a conditional use permit to operate a used car lot for property located on the west side of North William Street between Patetown Road and North U.S. 117 Bypass. The location was previously approved as a used car lot, but since operation has ceased for more than six months, the site will now be required to meet current unified development ordinance standards.
The second will be held to address a request from Dr. George Silver for a conditional use permit to allow the operation of an animal hospital with enclosed pens and runs on property located on the east side of North U.S. 117 Bypass between Hooks River Road and Patetown Road. The site currently operates as a veterinary clinic. The existing building will be demolished, and a new building will be constructed. The area within the proposed building that will house the animals will be insulated and soundproofed to minimize noise that may affect adjoining properties.
Council is expected to approve the condemnation of two dilapidated dwellings, located at 811 E. Elm St. and 915 Devereaux St., as well as a budget amendment for Paramount Theater loan interest payment due this month in the amount of $34,300.
In other business, council members will discuss a police budget amendment; a budget amendment for AT&T call center grant requests; stop sign controls; the municipal golf course committee ordinance amendment; a contiguous annexation petition by Ivey Family Properties, LLC for property located on the east side of N.C. 111 South between U.S. 70 East and Ditchbank Road; departmental reports; informal bids for a U.S. 117 Pump Station Generator; the purchase and/or condemnation of right-of-way for Wayne Memorial Drive water and sanitary sewer improvements; and a lease agreement for maintenance equipment at the golf course.
