Council meets Monday

The Goldsboro City Council will cover everything from zoning for a new club to incentives for a company bringing new jobs to the area at its meeting Monday.
Superior Court Judge Jerry Braswell can expect a decision from council on the rezoning of his South Slocumb Street property from neighborhood business to general business conditional district. The change would allow the property to be used for an establishment that could receive an ABC (Alcoholic Beverage Control) permit.
Braswell described the proposed business as a "jazz and blues club," which would be geared toward adults 30 years of age and older.
The site is currently occupied by a building that holds a coin-operated laundry, beauty salon and grill. With the new zoning, the bar would occupy the area where the salon was and would only operate when the grill and coin-operated laundry were closed. The bar would be open from 8 p.m. to 1 a.m. Thursday through Sunday.
Council also will discuss the AT&T Call Center on U.S. 117 South -- specifically whether the city will give a cash grant of $75,000 on the signing of a performance agreement for the establishment and maintenance of 350 jobs plus additional grants up to a total of $25,000 over a three-year period based on ad valorem taxes paid by the company.
Council members will also discuss amending the capital projects fund ordinance for the first, and city officials hope the only, installment for all of the city hall improvement phases. The total for the amendment is $8,517,956. This fund is something that is set up every year to keep track of projects that take place over a few years, City Manager Joe Huffman said.
The council will discuss a site and landscape plans for a 13,959-square-foot addition to the Kitty Askins Hospice Center on Wayne Memorial Drive between Lockhaven Drive and Country Day Road as well as the relocation of parking areas into one lot that will contain 40 spaces, including six handicapped spaces. The new building will have 24 total beds and 16 employees. Other existing structures on the site, such as a gazebo and a fountain, will be relocated.
A site and landscape plan for a McDonald's location on N.C. 111 South and a site plan revision for Castles 21st Century Community Learning Center on South Slocumb Street are also expected to be discussed.
Council members are expected to approve other consent agenda items and items requiring individual action including four amendments to the police budget, appointments to city advisory boards and commissions, changing the name of a portion of Salem Church Road to Salem Hill Lane, a resolution expressing appreciation for Jerry Langston who served the city as a firefighter for more than 34 years and the city's audit.
StageStruck will also perform for the council at the beginning of the meeting.
