City Council to hold public hearings on rezonings, conditional use permit

Goldsboro City Council will hold three public hearings at Monday night's meeting.

The first two will cover rezoning requests, while a third will consider a conditional use permit request.

Import Auto Center is requesting a zoning change from neighborhood business to general business conditional district for property on the northeast corner of Royall and Jefferson avenues.

The property is being used as an automobile repair ga-rage, but the requested zoning would allow the garage to provide a more extensive list of automobile services such as re-moval, repair and replacement of vehicle components, safety inspections, routine maintenance and used car dealer preparation service.

The requested zoning would also limit the use of the property to automotive repair and would allow the council to impose additional performance standards relative to the number of vehicles stored at the garage.

The auto center has also submitted information regarding a timeline of service for October. There were 31 same-day services, 12 one-to-three-day services, five 7-to-10-day services and four 10-days-plus services.

The second hearing involves a request from Operation Transition Inc. to change the zoning of a property located on the north side of West Walnut Street between North George and North Virginia streets from residential to central business district.

The property is occupied by a vacant single-family dwelling. The proposed zoning would permit residential and commercial uses and is designed to safeguard the unique architectural character, social activity and cultural value of the downtown. The owner is hoping the rezoning would allow for six parking spaces for the property.

A protest petition has been submitted. The petition was signed by owners of 100 percent of the land area in front of the property and by owners of 54.42 percent of the land area on the sides and rear of the property. This petition is considered valid and requires that six out of the seven council members vote affirmatively to approve the zoning change.

The third public hearing concerns a conditional use permit requested by Operation Transition for the same property involved with the second public hearing.

The property is currently occupied by a three-story residential structure that was formerly used as apartments. The permit would allow a special population housing unit for more than six clients. The company wants to provide housing for 18 people.

The property is located within the historic district, and therefore, any exterior changes will have to be approved by the Historic District Commission.

The council also will likely approve a sewer agreement between the city and Stoney Creek Free Will Baptist Church as well as the transfer of property on 400 S. John St. to be used for building Self-Help homes.

In other business, council members will discuss Commun-ity Development Block Grant and HOME Investment Partnership Program policies and procedures, a geographic information system (GIS) strategic implementation plan, a municipal agreement with DOT for the construction of U.S. 70 from Salem Church Road to Wayne Memorial Drive, implementation of a pay and class study for city personnel, the Goldsboro Christmas parade and departmental reports.
