Council pushes forward on rec center plan

Goldsboro's Parks and Recreation Department will ask City Council Monday night for $425,000 to move on to the next phase of the city's new recreation center.
The Community Development Block Grant money, from the U.S. Housing and Urban Development Department, is earmarked for the revitalization of neighborhoods, economic development and improving public facilities and services.
In addition, council will hold one public hearing and will discuss three site plans Monday.
The public hearing will address a contiguous annexation request from Gruma Corp. -- Mission Foods -- for property located on the north side of Gateway Drive between North Oak Forest Road and Commerce Court.
S.T. Wooten is requesting the first site plan revision to include a new curb cut providing access to U.S. Highway 70 West, which the council is expected to approve.
The second site plan revision for the addition of a playground at Victory Free Will Baptist Church is also expected to be approved by council. Residents around the church expressed concern concerning the location of the playground at the Oct. 1 City Council meeting, and the council deferred action to Monday night's meeting in an attempt for both sides to reach an agreement. Church members agreed to place the playground closer to the church, and although residents were not in favor of the playground at all, they agreed the new location would be better.
Wayne Memorial Hospital has also proposed a site plan for a new modular building to be added to property located on the east side of Wayne Memorial Drive between Cox Boulevard and Country Day Road. The building will be used as a wound treatment clinic. The hospital is requesting that the building be connected to a septic tank, but the Goldsboro Planning Commission would like for the hospital to connect the building to the city's sewer system due to concerns of medical waste disposal. The council is expected to approve the site plan but deny the request for the use of a septic tank.
Kenneth D. Keesee also is requesting a rezoning from residential to general business conditional district for property located on the south side of C.R. Lewis Dairy Road between Tom Herring Road and Old SR 1909.
The council will also discuss a lease for golf course equipment, a police budget amendment, the Lights Up event, a petition to close a portion of North John Street and an amendment to an affordable housing development agreement between Self-Help and the city.
Nakia Atkins, North Carolina Human Relations Commission 40th Anniversary Award winners and Goldsboro High School Color Guard and Drumline will be recognized, and JoAnne Daniels will speak to the council about the Memory Walk.
In their work session, council members will discuss an increase in funds needed for the city hall renovations in the amount of $6,020 during their work session before the council meeting.
The money would be appropriated for Daniels and Daniels Construction to provide a sloped floor to bathrooms on the second floor of the building and to add two fire dampers to the basement.
Sloping the floors in the bathrooms will decrease the probability of flooding, and, in turn, flood damage to hallways and other areas of the building.
This increase in funds brings the total cost of construction by Daniels and Daniels to $3,366,544.
