Dilapidated houses, vote on shelter on city agenda

Goldsboro Chief Building Inspector Ed Cianfarra is expected to recommend two dilapidated houses for condemnation Monday evening as Goldsboro City Council members are scheduled to hold their first meeting of the month.
The properties, located at 703 Holly Street and 917 Devereaux Street, have made it through all three phases of the minimum housing process.
Council members are also expected to determine whether or not a zoning request from Wayne County is appropriate for property located on the east side of Clingman Street, between Corporate Drive and Stronach Avenue. Approval from the council would allow for construction of a new animal shelter on the property.
At their March 19 meeting, officials heard from close to a dozen residents who said allowing an animal shelter to be constructed and operated on the site would decrease the value of their own property and bring unattractive sights and bad odors to their block.
Last week, the Goldsboro Planning Board approved the request, and is expected to recommend an affirmative vote to the council Monday.
Monday will mark the second time Wayne has requested rezoning of county-owned property within the city limits for the purpose of building the shelter.
Last September, council members denied a request that would have allowed for construction of the facility on the north side of Eighth Street, between Humphrey Street and Wayne Memorial Drive.
In other business, the council also is also expected to recognize 11-year-old opera star Madeline Edwards for winning CBS-TV's The Early Show's "Living Room ... Live! Kids," national talent competition.
The meeting is scheduled for 7 p.m. in the second-floor conference room at City Hall. Those who attend are asked to silence all pagers and cell phones.
