SEVEN SPRINGS -- Bobby Mozingo has replaced retired town commissioner Lib Quinn on the Seven Springs town board.

Mrs. Quinn resigned from the board in July for health reasons. Her term will expire in November 2007.

Mozingo offered his services shortly after Mrs. Quinn resigned, and the board spent several months trying to find a second choice from among the 85 town residents. Earlier this month town commissioner Steve Potter announced that the town's Methodist minister, Terry Hobbs, was willing to serve.

During a special called meeting recently at Town Hall, the board appointed Mozingo with a split vote. Town commissioners Danny Carter and Allen Cash nominated Mozingo, and town commissioners Steve Potter and Rodolph Adams nominated Rev. Hobbs. Mayor Jewel Kilpatrick broke the tie favoring Mozingo.

Carter said he believes the voters would elect Mozingo if he were on the ballot.

Potter said he woke up on the morning of the regular meeting this month intending to vote for Mozingo. But he said he was taken aback by reaction to his telling the board about Rev. Hobbs willingness to take the job.

"Based on that I don't know I in good conscience could do that now," said Potter, who is a member of Rev. Hobbs' church. He pointed out that Rev. Hobbs is very active in the community.

Rodolph Adams said Mozingo "told me two times he didn't want anything to do with the town board."

When the board members deadlocked, the mayor broke the tie, saying she does not know Rev. Hobbs.

"I know she's a very fine person, but I'll tell you right now nobody, nobody on or off this board, has helped me as much as Bobby," she said.

Carter told Rev. Hobbs he looks forward to seeing her name on the ballot next November when three town commissioner seats and the mayor's seat come open. The three town commissioner seats coming open next year are now occupied by Mozingo, Carter and Cash.
