The announcement came at the recent NCPTA Conference held in Sunset Beach. The association is made up of more than 1,000 transportation employees ranging from technicians, TIMS operators, cost clerks, transportation directors and other transportation professionals from across the state.
Carter began his transportation career in 1978 as a fuel truck driver for Sampson County schools.
