* Basher Elijah Baker, whose last-known address was on Hugh Street, has been charged in a warrant with the murder of Octavius Manley on Feb. 26 in the 600 block of Wilmington Avenue.
The 21-year-old Baker was developed as a suspect after an investigation by police and the State Bureau of Investigation. Police Maj. Jay Memmelaar said interviews of witnesses immediately after the shooting were helpful.
The 19-year-old Manley was found lying in the street at about 6:30 p.m. by Officer William J. Stern. He was rushed by ambulance to Wayne Memorial Hospital, where he was pronounced dead.
Baker was described as black, 5 feet 6 inches tall and 155 pounds with black hair and brown eyes. Investigator: Mike Horstmann, 580-4213.
