GPD officers promoted

Two Goldsboro police officers, Steven M. Harmon and Dave A. Cloutier II, have been promoted to the rank of investigator.
The promotions were announced Thursday by Chief Tim Bell.
For Harmon, it's his second tour of duty in the investigations division.
Harmon was promoted from officer to investigator during an eight-year stint with the Police Department that ended in 1994.
When Carey Winders, a former police investigator, was elected sheriff in 1994, Harmon joined him as the lead investigator and captain of detectives.
Harmon left the Sheriff's Office in 1999. He then was hired as chief of the Barton College Police Department. When the college disbanded its force, Harmon rejoined the Goldsboro department.
Cloutier joined the department in 2000. He transferred to the Housing Authority unit in 2004. Cloutier's father, David, retired as a Goldsboro police captain and then as an intructor with the N.C. Justice Academy.
