A 20-year-old Goldsboro man was charged in a warrant Monday with the fatal shooting of Octavius Manley on Sunday in the 600 block of Wilmington Avenue.

Basher Elijah Baker, whose last-known address was on Hugh Street, was developed as a suspect after an investigation by police and the State Bureau of Investigation. Baker was described as black, 5-feet-6 and 150 pounds with black hair and brown eyes.

Maj. Jay Memmelaar, who supervises the investigations division, said interviews of witnesses were helpful immediately after the shooting.

The 19-year-old Manley was found lying unresponsive in the street at about 6:30 p.m. by Officer William J. Stern. The victim was treated by rescue personnel and taken to Wayne Memorial Hospital, where he was pronounced dead.

Anyone with information on Baker's whereabouts was asked to call police Investigator Mike Horstmann at 580-4213 or Goldsboro-Wayne County Crime Stoppers at 735-2255. Callers may remain anonymous.
