Boy Scout executive Bill Lappin has been named director of the Occoneechee Council's capital campaign and endowment fund.

Lappin has served as executive of the Tuscarora Council since 1984. His new job will take him to Raleigh. Wake County is one of the 12 counties in the Occoneechee Council. Lappin will start work in January.

He said the Tuscarora Council is in good condition financially and that its programs are on solid footing.

"I believe the council programs are in great shape across the four-county area thanks to the outstanding unit volunteers, council staff and district and council volunteers. We have had two very successful capital campaigns in 1991 and 2003, and Camp Tuscarora has had large capital monies invested in both those occasions as well as time and effort by camp director and ranger Hogan Moore. Kirk Mayes as district director and Melonie Hopkins as office manager have done a top quality job every year," Lappin said.

Lappin thanked the Tuscarora Council staff -- Christy Gwaltney, Kendra Moreau, Ashley Dowling and Mark Yelverton -- for their work and his wife, Cindy, for her dedication to Scouting and her support during his tenure as council executive.

Lappin began his career in the Boy Scouts of America in 1973 with the Middle Tennessee Council and continued to the Northeast Georgia Council before joining the Tuscarora Council staff in 1984.

The Lappins and their son, Joe, will be honored Dec. 30 with a good-bye party in the Fetterman Scout Center on Walnut Street. The floating party begins at 8:30 a.m. and continues until 5 p.m. Light refreshments will be served.
