Budget proposal on city council agenda

City Manager Joe Huffman will present his 2005-06 budget proposal to the Goldsboro City Council at its meeting Monday night.
The draft budget will be given to the council members during a briefing that will begin at 5 p.m. Huffman will give the board an overview of the financial plan.
The council plans to set some special work sessions to review the budget in depth and to discuss changes. A public hearing is tentatively set for Monday, May 16, and the budget is scheduled for adoption Monday, June 6.
The city's fiscal year begins July 1.
Also Monday, the City Council will be asked to transfer nearly $116,000 from the city's savings into this year's budget to cover the unexpected rise in gasoline prices.
The council is also being asked to budget another $70,000 for legal fees. The city's lawyer bills have been unexpectedly high, due partially to the city's continuing legal battle over annexation. Other things that have driven the bills up have been consultation on the process of hiring a manager and filling a vacant seat on the City Council.
The council needs to decide five zoning requests.
Chris Cox is seeking to have two acres that's part of the former Wayne Motel property rezoned from residential to general business.
Clayton Homes has requested a half-acre lot on Miller Street, between Meadow Street and Country Lane, be rezoned so that a mobile home could be placed there.
John Malpass is seeking a rezoning that will allow him to build duplexes on a nearly one-acre lot at the southeast corner of Hines Drive and New Hope Road.
Goldsboro Enrichment Center is asking that 3.5 acres on the west side of Slocumb Street, near Harrell Street, be rezoned as neighborhood business. The center hopes to attract a supermarket to serve that area.
And Patrick Chen has requesting a special-use permit so that he can add a four-bay garage to a used-car lot at the northwest corner of N. William Street and Holly Street.
Also, the council will review site and landscaping plans for Dr. Deborah Barsan's dental office on Graves Drive, between Berkeley Boulevard and Malloy Street.
The meeting will begin at 7 p.m. Monday in the council's chambers, Goldsboro City Hall, 214 N. Center St. It will be televised live on PACC-10 (Channel 10 on Time-Warner Cable).
