City Council approves two sewer extensions

The Goldsboro City Council decided Monday to install pipes to two of the three streets listed for sewer service, but took a third street off the list after most of the residents opposed the plan.
Requests for sewer service on Spring Street, Twin Oaks Place and Granville Drive were submitted to the city engineering department. If the city receives a request from a city resident living on the street, it will provide sewer service to the area if the majority of residents living there want the service. If a failed septic tank is causing a health or environmental hazard, the city will install the septic lines.
There is a cost of $17 per abutting property linear foot to the homeowner to install the lines.
Someone requested that sewer be put on Spring Street from Patetown Road to the end of the street, but no one spoke for the request at Monday's hearing.
Three people spoke against it, and said they were also representing other residents on Spring Street that were opposed.
The other two requests were for Twin Oaks Place from New Hope Road to the end and Granville Drive from Fedelon Trail to Beverly Lane.
No one spoke against the other two requests, though one man wanted to know where the trunk line would be.
Dennis Jacobsen spoke in favor of sewer line installment for Granville Drive because of poor soil in the area.
The council removed Spring Street from the list and approved the other two requests.
Councilman Chuck Allen also asked the engineering department to see if additional residents on Fedelon Trail wanted sewer service, to make the installation more economical.
In other matters, the council:
*Held a public hearing on a request to rezone the north side of Elm Street between George Street and Seaboard Coastline Railroad from office and institutional to central business district. No one spoke at the hearing.
*Held a public hearing on a request to rezone the western end of Dogwood Street between Teakwood Drive and Jefferson Street from R-12 residential to R-9 residential. No one spoke at the hearing.
*Held a public hearing to name the service road running from the southern right of way of the West Ash Street Extension to "Jeffreys Lane." No one spoke.
*Held a public hearing on the proposed use of law enforcement block grants. No one spoke.
*Approved a budget amendment appropriating $150,000 for Turkington Industrials to buy the APV Baker plant.
*Approved a budget amendment appropriating $206,000 for architectural services for the City Hall expansion project.
*The council met in closed session to discuss three matters of pending litigation, two issues related to property acquisition and one matter of industrial development.
