Money transferred for City Hall expansion

Plans to expand Goldsboro City Hall moved forward Monday with the council transferring money from reserves to pay the architect.
The architectural firm of Partin-Hobbs and Associates will prepare the preliminary and final design of the building and the construction and bid documents, and handle the bidding services. The $88,320 transferred by the city will allow the firm to begin preliminary work during the current fiscal year.
The total project, estimated to cost $5 million, will be split into two phases and will take about two years to complete.
The proposal consists of two buildings, preservation of the historic building and a new 30,000-square-foot building that would be connected by a bridge.
Phase I will include construction of the new addition and of a 75-space parking lot on the east side. Phase II includes the renovation and restoration of the first and second floors of City Hall, plus the demolition of the annex building.
The city plans to put the project out for construction bids by December.
Also on Monday, Krispy Kreme got the green light from the Goldsboro City Council to build a new store, right next to the existing Krispy Kreme on Ash Street.
The company had requested a special use permit to build the store on the vacant lot, formerly occupied by Pittman's Italian Ices. The new store will contain 30 seats and have more parking spaces than the current Krispy Kreme.
In other matters the council:
*Transferred $88,320 from reserves to begin work on the City Hall expansion.
*Set a public hearing for May 17 on a request by the Goldsboro Worship Center to be annexed into the city. The property is on the south side of New Hope Road between Hare Road and Reedy Branch Road.
*Rezoned the east side of North William Street between Industry Court and Tommy's Road from General Business to I-5 General Industry.
*Approved an agreement between the city and the state Transportation Department to build sidewalks on Ash Street. Sidewalks will only be built on one side of the street, which will be determined later. The sidewalks will be from Ash and Jackson streets to Berkeley Boulevard.
