Development rules, animal shelter on county agenda

The Wayne County commissioners will begin talking Tuesday about the proposal to tighten development in the high-noise, high-risk areas around Seymour Johnson Air Force Base's flight lines.
The county board will also consider the location of the new animal shelter and hear a citizen group's concerns about the school system.
The Wayne County Planning Board agreed last week on several recommendations to limit development under the base's flight lines. The changes are intended to protect county residents from high noise from the aircraft and prevent development in areas with the highest potential for accidents during takeoffs and landings.
The commissioners are being asked to extend zoning to thousands of acres where there are few development restrictions now. An overlay district would further restrict development.
Any changes made by the county board are expected to be done before June, which is the end of the moratorium on new subdivisions in the areas surrounding the base.
Shelter plans
Also Tuesday, the board will hear the Wayne County Animal Control Task Force's recommendations for a new animal shelter.
The group has suggested that the shelter be built as part of a 38-acre tract that the county owns on Clingman Street, near the old Wayne Community College campus and the city of Goldsboro's garage.
The Advocates of Wayne County, a citizen group, has requested a chance to talk to the commissioners about the public school system.
The board is also scheduled to hear Dudley resident Brenda Russell on crime in her community.
The board will proclaim April 17-30 as "Litter Sweep in Wayne County."
The commissioners are also scheduled to do the following:
*Hear an annual report from the Social Services Department.
*Proclaim April 18-24 the "Week of the Young Child" and encourage all citizens to get involved in activities that improve the lives of children.
*Consider a request at Waynesborough Park for a tractor and bush hog.
*Petition the state to take over maintenance of Hyacinth Road, Orchid Row, Kristen Court, Bayview Point and Lakeshore Court, all of which are in the Raintree subdivision.
*Declare six Sheriff's Office vehicles, including a 1971 bus, surplus property, allowing them to be sold.
*Write off $15,500 of unpaid 1993 property taxes as bad debt.
The commissioners will convene at 8 a.m. Tuesday for a briefing on the agenda. The meeting begins at 9 a.m. in the commissioners' meeting room, third floor, Wayne County Courthouse Annex, 224 E. Walnut St.
