KENANSVILLE -- The Duplin County school board has released a statement explaining the school system's revised transfer policy:

"Schools all over the county have been experiencing tremendous growth in numbers over the past several years. Due to this overcrowding, the parents wishing to apply for new transfers for their children to other schools in the county have for various reasons not been able to do so. The revisions were made to enable the school officials to handle the transfer requests as fair to all people as possible.

"The transfer request will be considered for the follow reasons only:

*Physical or emotional problems requiring reassignment in the best interest of the child.

*Special programs.

"Other reasons deemed in the best interest of the child.

"The following is a list of the changes that were made in the transfer policy:

*The transfer request must be picked up from the home school between March 15 and May 15.

*Parents should return their transfer request to the home school principal prior to May 15, 2004.

*After both principals approve it, the transfer request will be submitted for a lottery drawing.

*Parents will be notified by June 15 if their child was accepted for transfer.

*A due process appeal is available for parents wishing to appeal.

"Students who transfer must have their transportation provided by parents and must maintain satisfactory attendance, academic work and behavior. Parents may request a copy of the new policy for their home school or by Internet at www.duplinschools.net. For information call the director of Support Service office at 910-296-1521."
