Annexation target date set

The city's planners outlined the services Goldsboro will provide to areas proposed for annexation in a special report Monday.
The areas, on the east and west sides of Salem Church Road and the north and south sides of Buck Swamp Road, are scheduled to be annexed by June 30.
They include Ashby Hills, Fallingbrook Estates, Morgan Trace, Buck Run, Pineview Acres, Tarklin Acres and Canterbury Village subdivisions.
Assistant Planning Director Jimmy Rowe told the council that the population of more than two people per acre in the area met state requirements for annexation. State law requires at least one person per acre.
The city plans to meet state requirements by providing police protection, fire protection, garbage service and street maintenance when the annexation is completed.
Goldsboro will contract with the Belfast Volunteer Fire Department to provide first-responder service to the area, but additional fire protection will be provided by city and county volunteer fire departments, if needed.
About 110 street lights will be installed in the area, as soon as possible after the effective date of annexation, city officials said.
The area is served with water by the Fork Township Sanitary District and the Belfast Patetown Sanitary District. There are no plans for the city to install or acquire water lines in the annexation area.
Major essential sewer lines will be installed so that property owners in the area will be able to get sewer services. Minor sewer line extensions will be provided for lots or subdivisions for any property owner who petitions the city.
The area will be served by a 12-inch sewer line to be installed along Salem Church Road from a manhole north of Titleist Drive to a proposed pump station at the intersection of Salem Church Road and Belfast Road.
When the lines are installed, the property owners can petition to be hooked on, for a charge. Tap-on fees are $600 for residential customers.
All sewer lines determined to be necessary will be installed within two years after annexation.
The city plans to hold a public hearing on April 5, as required by law, and it also will hold a public information session about the annexation on March 25 at Lane Tree Golf Club. That meeting will give city officials the chance to explain its plans and policies concerning city services.
