Pikeville board chooses Daniels & Daniels as builders

PIKEVILLE -- The Pikeville Town Commission decided Monday to choose Daniels & Daniels Construction Co. and Loving Design as the builders for its new town hall project.

Scheduled for completion in late 2017, the new town hall will provide a stable seat for town administration after years of temporary facility use.

The Pikeville town hall recently moved to a new trailer after the old one developed problems, which commissioner Lyman Galloway said stemmed from mold.

The new town hall plan is what is known as a design-build project.

In a design-build project, one entity is responsible for both the design and architecture of the structure as well as its physical construction. This is different from the more traditional design-bid-build framework, in which an architecture firm designs the structure and multiple construction companies bid for the rights to build it.

Town administrator Michael Hunt said that this method was the fastest way to get the job done.

One of the limitations of the system, however, is that contract negotiations begin only after a company has been hired.

The commission listened to presentations from three different construction/design companies: Bordeaux/Boomerang, Farrior & Sons/Dunn & Dalton and Daniels & Daniels/Loving.

Faced with making a decision based on qualifications, the commission selected Daniels & Daniels largely due to their Wayne County roots.

Commissioner Michael Herring said that, given three groups who could likely all achieve the goals set out for them, the commission might as well keep Wayne County money in Wayne County.

The commission was in agreement that making sure Daniels & Daniels could secure substantial amounts of grant money for the project was essential.

Town attorney Justin Minshew said that the next step is to begin negotiating the contract. A definitive timetable for the negotiations was not set by the end of the meeting.
