Council to weigh rules for downtown

The Goldsboro City Council will hold four public hearings at Monday night's council meeting and is expected to approve a new set of design guidelines for Goldsboro's historic district.
Up first is a hearing for a craft beer retail shop and place of entertainment with ABC permits that would be located on the corner of West Chestnut and Center streets.
The applicant, John Hodge, would operate the business from 10 a.m. to 2 a.m., Monday through Friday, and 12 p.m. to 2 a.m. on Saturday, with no hours on Sunday.
The location is in the building where Faircloth Appliance Sales and Service was located.
There are two stories in the 5,384-square-foot building, and Hodge has told the city he would renovate 1,600 square feet of the first floor for his craft beer sale and consumption area.
The second public hearing is for a conditional use permit applied for by Parker Croom so his business, Bad Dog Coffee Works at 102 E. Walnut St., could sell craft beer in addition to coffee.
Hours of operation for the business are 8 a.m. to 10 p.m. Monday through Wednesday, and 8 a.m. to 12 a.m. Thursday through Saturday.
The city's UDO requires any establishment selling alcohol to be more than 50 feet from a church, and there is no church within 50 feet of Bad Dog Coffee Works.
No additional parking will be required to be added to the business.
No action will be taken by the council on either of these items at Monday night's meeting, and the city planning commission will provide a recommendation to the council on Dec. 7.
The third public hearing is a contiguous annexation request by The Three J's for contiguous Deacon Jones property located at the northeast corner of U.S. 70 East and North Oak Forest Road, and is expected to be approved by the council at Monday night's meeting.
The fourth public hearing is also for a contiguous annexation request by AAR Property located at the south side of Gateway Drive between Commerce Court and Gateway Drive's terminus. It is expected to be approved by the council immediately following the public hearing at Monday night's meeting.
There are four significant items on the council's consent agenda Monday night.
First are new historic district guidelines created by urban designer Allison Platt, which are revisions to the existing guidelines, and would apply to all commercial business operations in the city's historic district.
They pertain to signage, awnings, sidewalk and outdoor dining, outdoor displays, canopies, balconies, decks and pergolas, and are expected to be approved by the council.
Second is funding for schematic design services for the police department's expansion of its evidence room in the amount of $38,750, which is a job that would be awarded to Moseley Architects if approved by the council as it is expected to be.
Third is the approval of installment financing in the amount of $422,000 for 10 line cars for the Goldsboro Police Department at a cost of $42,200 per car. The money will come from the city's unassigned fund balance.
Fourth is the approval of a joint use agreement between Wayne County Public Schools and the city. The agreement would allow the city to use indoor and outdoor facilities at several schools in exchange for routine maintenance of the designated schools' outdoor sports fields.
The council will hold its work session at 5 p.m. in Room 206 of the City hall annex, and the regular meeting will begin at 7 p.m. in the council chambers. The public is invited to attend both meetings.
