Commissioners plan to consider funding for projects

Wayne County commissioners will revisit possible funding allocations for projects in Mount Olive, Pikeville and the county at their meeting Tuesday.

Last month, commissioners agreed to use $420,000 from its Eastern Region loan for construction of a sewer pump station at the new Spring Creek Middle School.

Another $49,352 was set aside to update the county website.

But in a 5-2 vote, board held off approving $45,000 for utility work in Pikeville, $40,000 for a railroad crossing project and $34,000 for an airport road relocation project in Mount Olive and $966,000 for the county's proposed agricultural and convention center.

County Manager George Wood is recommending that commissioners approve the funding for the projects.

Tuesday's meeting gets under way with an 8 a.m. agenda briefing followed by the formal session at 9 a.m. Both will be held in the commissioners' meeting room on the fourth floor of the Wayne County Courthouse Annex.

In other business, commissioners will consider approval of an agreement with Mount Olive concerning how revenues from a 1 percent county-wide hotel occupancy tax will be divided between the town and county. The agreement is a compromise between Wayne County and Mount Olive in which 70 percent of the hotel tax revenue generated in Mount Olive will be used to promote travel and tourism there.

The Mount Olive Town Board is expected to consider approval of the agreement when it meets tonight.

Commissioners will hold a public hearing at 9:15 a.m. on a proposed program amendment to the county's 2011 $500,000 Community Development Block Grant Catalyst project.

The amendment would allow the county to extend the project boundaries to provide for additional street construction/paving in the Love Drive area of Dudley. It also would let the county amend the project budget in order to transfer funds remaining in the completed activities fund to the street and drainage funds.

Also on the agenda are motions to approve:

* The Allen Court Manor Mobile Home Park Section 3 preliminary plat.

* A resolution commending the Goldsboro/Wayne Purple Heart Foundation board of directors for honoring Purple Heart recipients at its annual banquet on Aug. 7.

* A resolution approving an agreement on the shared costs of providing water, sewer, and electricity services to Steele Memorial Library in Mount Olive. Under the agreement, Mount Olive will increase the amount it contributes toward the payment of each monthly electricity bill for the library from $1,000 to $1,500 retroactive to this past July 1.

The town also agrees to pay any percentage rate increase that the electricity company providing the service is authorized to charge its customers in the rate category assigned to the library.

Mount Olive also agrees to continue providing water and sewer service to the library at no cost to the county.

Items on the consent aged include establishing a meeting of the Wayne County Board of Adjustment for Tuesday, Aug. 18, at 9:15 a.m. to hold a public hearing on a request for a special use permit for a proposed solar energy facility on U.S. 13 North in the 2011 Seymour Johnson Air Force Base Airspace Control Surface Area; budget amendments; and a resolution amending the county's position classification and compensation plan.

At 10 a.m., members of the public will have four minutes each to speak on a topic of their choice.
