Ex-city officer indicted on sex charge

A former Goldsboro police captain is free on a $500,000 unsecured bond after he was arrested and charged Monday with statutory sexual offenses against a minor.

Chad E. Calloway, 43, 205 Graces Farm Road, is charged with two counts of indecent liberties with a child, and one count each of statutory sex offense against a 13-, 14- or 15-year-old, and sexual offense by a substitute parent.

Calloway was a 19-year veteran of the Goldsboro Police Department, and served most recently as a captain over the patrol division. He was officially terminated Jan. 10, 2014.

The offenses allegedly took place in Wayne County between Jan. 1, 1999, and Dec. 31, 2002, according to court records.

The victim is now 27 years old.

Calloway's arrest comes on the heels of an investigation conducted by the State Bureau of Investigation.

A Wayne County grand jury handed up of a signed bill of indictment Monday and an arrest warrant was issued.

A letter of termination signed by Goldsboro police Chief Jeffery R. Stewart states Calloway was the subject of an internal affairs investigation. During the investigation, it was determined he violated several of the department's standard operating procedures, including that he cooperate fully with the investigation and that he engaged in immoral behavior and exhibited detrimental personal conduct, the letter states.

Calloway appeared with his attorney, Geoff Hulse, in Wayne County Superior Court Monday, and agreed to specific conditions of release including having no contact with the victim and to not be in possession of a firearm.

Other conditions specified by Senior Resident Superior Court Judge Arnold O. Jones include that Calloway report to the Day Reporting Center, be fitted with an electronic monitoring device, remain in Wayne County, abide by a 6 p.m. to 6 a.m. curfew and not attend any of his daughter's dance recitals or school functions.

Should Calloway violate any of the judge's conditions he is to be arrested and held under a $2 million secured bond.

Calloway is due back in court June 2.
