County to review applications for community housing grants

Wayne County commissioners Tuesday morning will consider awarding contracts for demolition and for modular and/or mobile homes through the county's $400,000 Community Development Block Grant Scattered Site Housing project.

The board also will be asked to select an alternate for one of the four original beneficiaries of the program who is not longer eligible.

The session will begin with an agenda briefing at 8 a.m. followed by the regular meeting at 9 a.m. Both will be held in the commissioners' meeting room on the fourth floor of the county courthouse annex.

The federal grant project is focused on helping low-income homeowners and those with special needs, particularly the elderly, the handicapped or those with large families.

The objective was to identify families with the greatest need, including the greatest housing need. That could mean a house requiring major renovations or even replacement.

The county maintains a file of past applicants and works with its small towns since municipalities are not eligible to apply for the grant on their own but do fall under the county's umbrella.

Goldsboro operates under a different program and cannot participate in the program.

David Harris of RSM Harris Associates of Goldsboro, project manager, is scheduled to present the contracts to the board and to recommend the alternate family.

Harris is expected to recommend that Mamie McKinney of 188B Hack Drive, Dudley, be added to the program.

Harris is also expected to recommend that three contracts for demolition be awarded to Rick Bostic Construction and Demolition. Inc. of Kinston for the following:

* 119 Dell Drive, Dudley, owner Heneretta Jones, $3,242

* 309 S. Church St., Mount Olive, owner Betty Lou Rouse, $2,774

* 5451 Camp Jubilee Road, Seven Springs, owner James R. Price III, $1,774.

Also as part of the project, the board will look at three contracts for replacement housing with Atlantic Housing, LLC of Goldsboro and one with Castle Manufactured Homes Inc. Pikeville.

The Atlantic Housing contracts are for:

* Ms. Jones, $74,900 for a modular home

* Ms. Rouse, $74,900 for a modular home

* Ms. McKinney, $59,000 for a double-wide mobile home.

The Castle contract is for $43,800 for a single-wide mobile home for Price.

Approval of two subdivision plats is also on the agenda.

Both projects are owned and are being developed by J&N Developers, LLC.

The first is the East Lake Subdivision Section 2 final for 16 lots on the north side of 1730 St. John's Church Road just east of Dollard Town Road.

The second is the Ingram Fields preliminary that consists of 12 lots on the west side of Charlie Braswell Road just north of Rosewood Road.

Public comments will be taken at 10 a.m. and commissioners will meet as the Board of Adjustment at 11 a.m. to consider a setback variance request by William Sirilla.

Sirilla has asked for the variance for his property at 205 Vinwood Ave., Goldsboro.

At 11:30 a.m., the board will hear taxpayer appeals from Chauncey Warren Scurry for property at 405 Whitfield Drive, Betty Howell for property at 301 Braswell Road, and Diedrik M. Lewis for property at 1514 Scotty Drive.

In other business, commissioners will be updated on the U.S. 70 Corridor Commission and the economic impact study that is under way on the highway corridor.
