Council to weigh nightclub request

Goldsboro City Council will vote on a wealth of site and landscape plans tonight as part of a 15-item consent agenda to be presented during the council's first meeting of October at 7 p.m. in Historic City Hall.
The council will separately consider a conditional use permit request from Drew Wofford, which would allow a nightclub to operate on North Center Street between Mulberry and Walnut streets.
Mayor Pro Tem Chuck Allen said he will recuse himself from that vote. A tenant in one of his buildings submitted a letter saying the approval of the nightclub, which would have ABC permits, could have an impact on the company's choice to extend its lease with the councilman.
Allen said if not for the conflict of interest, he would vote in favor of the permit, citing the city's strategy of bringing more businesses downtown.
During the council's work session at 5 p.m. in the City Hall Annex, council members will be updated on Public Works' recycling changes, budget revisions performed by the Finance Department and the GATEWAY Transfer Station.
The Planning Department is also expected to present the city's sidewalk plan while the council will discuss its authorized voting delegate for the N.C. League of Municipalities annual business meeting.
The consent agenda will seek to set a public hearing for the Doug Henry property on the north side of U.S. 70 between Pizza Inn Lane and Norwood Avenue and to close the 300 block of West Walnut Street from 11 a.m. until 9 p.m. Oct. 27 for Jazz on George.
Site plans were submitted for a new State Employees Credit Union branch on Wayne Memorial Drive, a new Wayne Montessori School location on New Hare Road, new offices for Waynesboro Clinic offices on Wayne Memorial Drive and for St. Mark Church of Christ on Ash Street.
Site plan modifications have been requested by the Clinic of Life Church for property on Graves Drive, Charles Norwood for the former SouthCo building on Commercial Drive and McArthur Properties for property at the intersection of U.S. 117 and Arrington Bridge Road. All of the site plans and modifications appear on the consent agenda to be approved in one roll call vote.
Other items on the consent agenda include:
* The conditional use permit for U.S. Cellular's communications tower at the intersection of East New Hope and Central Heights roads
* A request to rezone property at the intersection of Ash Street and Andrews Avenue from residential to office and institutional
* A request to rezone property at the intersection of Madison Avenue and Best Street from residential to neighborhood business
* Ordinances allowing the acceptance of federal drug forfeiture money as well as state controlled substance tax remittance
* A resolution opposing coastal wind projects in low-level military flight training areas.
The council will also present a resolution honoring Doreatha Wynn as a city employee for more than 20 years during its meeting.
