Gene Aycock is running for the District 6 seat on the Goldsboro City Council.
He will face Fran Kasey in the July 17 election.
The seat became open when Councilman Jackie Warrick announced he would not seek re-election.
Aycock, 62, said he received calls from a couple of City Council members asking him, an unaffiliated retired educator, to run for the seat.
"They said they had talked to other people and my name kept coming up," he said.
Aycock said he had never planned to enter the political arena but that the idea of serving in a non-partisan role appealed to him. All seats on the City Council are non-partisan.
"The big thing I've heard is (the citizens in District 6 are) wondering where the reasoning is on the city's expenditures over the last four years," he said. "It seems the city is more inclined to spend money we don't have."
Aycock said he wants to save money and perhaps scale back the city's expectations. He expressed concern at the amount of money the city is spending on the Center Street Streetscape project. He also questioned the $163,000 spent on consultant work for the city's proposed Air Force museum, wondering why such an endeavor couldn't be done internally.
Aycock said he has lived in Wayne County his entire life and in District 6 for 30 years. He graduated from East Carolina University with his bachelor's and master's degrees in education and now operates an insurance agency that has been in business for 28 years.
