City Council to hold public hearings Monday

Five public hearings will highlight the Goldsboro City Council meeting Monday night, with council members seeking the public's input on three conditional use permits, a conditional rezoning request and a noncontiguous annexation request.
Franklin Baking Co. is again seeking to rezone its parcels at the corner of West Holly and North Virginia streets, this time with the condition that any future development of the land must be approved by the City Council. The request, if granted, will change the zoning code from residential to general industry.
Donald Smith is requesting a conditional use permit to allow the operation of a four-space recreational vehicle park on the east side of Bryan Boulevard between Buckhorn Road and Thompson Lane, while Zackell Perry has proposed using property on the south side of U.S. Highway 117 South between Arrington Bridge Road and the Neuse River to open up a tattoo parlor.
Jerald Huffman is requesting a conditional use permit to open up a place of entertainment with no ABC permits to be named The Dizzy Donkey in the Little River Shopping Center on U.S. Higway 70 West. A hearing also will be held on the noncontiguous annexation of Windsor Creek's Phase 2, Section 2 property on the north side of Windsor Creek Parkway west of Wayne Memorial drive.
The council's consent agenda contains items concerning the Stoney Creek Stream Enhancement project, Water Treatment Plant improve-ments, advisory board and commission appointments and the GATEWAY Bus Transfer Station project.
Also on the consent agenda is a budget ordinance allowing the Downtown Goldsboro Development Corp. to purchase hanging plant baskets and banners to replace those damaged during Hurricane Irene for $3,400.
There is also a budget ordinance for $5,000 allowing the execution of an agreement with Recreation Resources Services to revise Stoney Creek Park's master plan.
The voluntary annexation of the south side of Lockhaven Drive and a law enforcement mutual aid agreement round out the consent agenda.
The work session will see discussions from the Finance Department on the budget calendar for the 2012-13 fiscal year, an update on a railroad traffic separation study, the appointments of citizens to an Air Force museum committee and a Parks and Recreation discussion of the interior modifications at the Herman Park Center and old office.
